Introduction
At the 10 March 2009 Community
Services Committee Meeting, it was resolved that the minutes of the Advisory
Committees are to be presented to the Community Services Committee. This
report brings together, for Council’s acceptance, the minutes of previous
meetings adopted by the respective Advisory Committees.
Issues
As scheduled, the Advisory
Committees (listed below) have met and the minutes of the meeting, which
reflect discussions and outcomes, are attached.
The minutes will also be
available on Council’s website after each meeting. This report includes minutes

It should be noted that the Aboriginal
Advisory Committee meeting scheduled for June 2014 was not held due to sorry
business (associated with the passing of a local community member).

2.2 Memorial
to Stolen Generations from La Perouse:
Carrine
and RCC to plan Stage 1 of project which will be to develop an EOI from the RCC
resolution. EOI will be sent out to La Perouse Local Aboriginal Land Council
members and the local community for comment.

2.3 Botany
Bay Council – Cr Christina Curry:
Cr Curry
informed the committee of a position at Botany Council for a part-time
Aboriginal Community Development officer. The position will be advertised in
May through their website, The Southern Courier and the Koori Mail. Cr Curry
will send advertisement to Sharron to promote through the Community email
network.
Ct Curry has
stated that Botany Bay Council is keen to promote Indigenous events in the Community
as well as developing strong connections in community with Aboriginal
residents and
organisations.
Action: BBC to send job
position description to Sharron to promote through Network.
2.5 Robyn Murphy –
Community Member
Robyn
informed the committee of a new Residents Group commencing at Duffy’s corner.
The group will meet on a monthly basis to discuss Housing/Community issues. The
group will meet on a Friday afternoon at the Cottage and coincide with the
Youth off The Streets Outreach therefore the young people can attend Outreach
and parents can attend the Residents Group. Randwick City Council will supply
tea/coffee etc.
Action: Sharron to organise
catering supplies.
2.6 Reconciliation Week
Randwick
City Council discussed the Sea of Hands Exhibition on Bare Island for
Reconciliation Week 2014. ANTAR has loaned RCC 12,500 exhibition hands to be
place on Bare Island for the duration of Reconciliation Week. The design will
be installed over the weekend with a launch organised for Monday 26 May. The
Hon Marie Bashir and Adam Goodes will attend this event. RCC have commissioned
Jordan Ardler to design the artwork for this installation.
4. General Business
4.1 :Discussion was held around the Eastern Beaches
Police’s advertisement for the Aboriginal Community Liaison Officer position.
Sharron will contact EBLAC for progress on this Position.

4.
Business Arising from Minutes
4.1 SAFE TALK – Suicide
Prevention Training
RCC in partnership with Carers NSW will host SAFE Talk
– Suicide Prevention Awareness Training session at Bowen Library and Community
Centre on Saturday 16 August from 11.30am to 3pm. This free half day training
aims to increase suicide awareness and teach participants to recognise when
someone may have suicidal thoughts and how to respond in ways that will link
them to further help. Participants will learn the basic TALK steps – Tell,
Ask, Listen and Keep Safe. The seminar is designed for family members, carers
and supporters of people with a mental illness who live in the Randwick and Botany Local Government areas.

4.2 Depression
Seminar
Randwick Council in partnership with Carers NSW will
present Let’s Talk about Depression on Saturday 19 July from 11am to 3pm at Randwick Town Hall. This free seminar is for people supporting someone who may be
experiencing depression. The seminar will explore: recognising the signs and
symptoms of depression, how to help someone who is feeling depressed, treatment
options, the impact of depression on friends and family and what it means to be
a carer of someone with a mental illness. Flyers and posters tabled.
4.3 Community
Mental Health Forum
RCC
will host a Community Mental Health Forum on Wednesday 23 July at the Randwick Town Hall from 7pm to 9pm. The forum aims to raise awareness and understanding
about mental health issues in the broader community. Keynote speakers include
Rob Ramjan AM, CEO Schizophrenia Fellowship of NSW, John Malone, CEO Aftercare,
Sheree James and Terry Cayley, Eastern Sydney Medicare Local. They will speak
about local support services and new mental health programs. The Forum will
include a special appearance by former professional rugby league footballer
Andrew “Bobcat” Ryan and acclaimed actress Susie Porter will be a guest speaker.
The forum is for people with a mental illness, supporters of people with a
mental illness, service providers and anyone with an interest in mental health
issues. Flyers and posters tabled.
4.4 Access
issues – Woolworths and Coles Randwick
Frida
Kitas advised the Committee that
Woolworths are now providing smaller trolleys in all of their stores in
response to Mrs Mary Julian’s request to improve access for the aged and people
with mobility impairments. In addition the body corporate of Randwick Plaza
Shopping Centre have installed a handrail along the access ramp from the car
park to the centre plaza to further enhance access. The body corporate are
also investigating the possibility of increasing the width of two of their disability
parking spaces in the car park to better accommodate the needs of wheelchair
users.
Action: Frida Kitas to provide additional updates at future meetings.
4.5 Little Bay Neighbour Day
To
celebrate Local Government Week, RCC will host the Little Bay Neighbour Day at
the Prince Henry Centre on Sunday 3 August from 10am to 3pm. The purpose of the
Neighbour Day is to provide residents with the opportunity to connect with
their local community and learn more about Council services and support programs.
This free local community event will include a range of activities where
families and children of all ages can participate and discover more about the
jewel that is Little Bay. The Little Bay Neighbour Day is free and no bookings
are required.

5.
General Business
5.1 Parking issues – Matraville
Ron
raised the issue of the abuse of the accessible parking spaces at the Baird Avenue car park at Matraville. Residents and visitors are parking in the gap between
the two accessible parking spaces, making it difficult for people with mobility
impairments to safely open their car doors and exit their vehicles. Ron
requested that the Council rangers patrol this area more frequently and enforce
compliance.
Action:
Cr.Neilson to liaise with the Rangers in regards to this request and provide an
update at the next OPAC meeting.
6. Guest Speakers: Marie Le
Bechennec, Carer program SESLHD
Marie
Le Bechennec provided an overview of the South Eastern Sydney Local Health
District (SESLHD) Carer program, including Carers in Health. The NSW Carers
(Recognition) Act & Charter recognises the significant economic and social
contribution of carers. The Carers (Recognition) Act & Carers Charter has
been implemented across the local health district to increase recognition and
identification of carers within health, support staff and carers through
increased access to information and services, include carers in
health-planning, treatment etc and consider the needs of our working carers and
how to support them.
It
is estimated that 12% of health staff have a caring role (underestimated
considering higher numbers of woman, nurse/medical background etc). The NSW
Carers Action Plan 2007-2012 also clearly identifies responsibilities for Area
Health Services in particular about implementing the strategies it outlines.
Carers also provide support and assistance for patients on discharge from
health care facilities, reducing the length of time patients remain in
hospital. Their ongoing provision of care prevents costly readmissions to an
overburdened health system.
The
Supporting SESLHD Staff who are Working Carers Project has been developed to
assist SESLHD consider the needs of working carers. The project will review
existing strategies to support working carers and to identify opportunities to
develop these, taking into consideration the needs of the organisation and
individual. In addition, the NSW Carers Advisory Council are seeking
application for membership. Carers from all walks of life are encouraged to
apply. Nominations for the NSW Carers Awards also close on 30 June.
